SAFE, leader of the consortium and project partners (namely, the Italian Fire Brigade, the Joint NBC Defence School, ENEA, University of Rome Tor Vergata, IAI and the Romanian Cluster PROECO) have been awarded the project RESIST – “REsilience Support for critical Infrastructures through Standardised Training on CBRN” – funded by the EU Commission, DG Home, in the scope of the ISF – Police Action Grant. The 1.1M project officially starts on November 1st and will run for a total of 24 months.
During that time, the RESIST project will strive to address CBRN risk mitigation in the context of the protection of European Critical Infrastructures (such as airports, train stations, hospitals, power plants, ports) by improving the preparedness and response of operators and emergency responders in dealing with CBRN accidents or attacks.
Focusing on five pilot infrastructures in Italy and five in Romania, RESIST will set-up a dedicated training programme for selected staff of the pilot infrastructures (targeting altogether 100 people). The training programme will be entirely carried out at the Joint NBC Defence School in Rieti (Italy) whereas operational exercises will take place at each of the selected pilot infrastructures.
Against this backdrop, the combination of RESIST activities will allow the creation of the first 10 European CBRN intervention groups, certified, trained and equipped to operate in contaminated environments and thought how to best liaise with first responders for improved joint response – to either maintain the infrastructure operational and safe or ensuring its controlled shutdown. As final overarching objective, the entire process set-up by RESIST will promote the proposal to CEN and CENELEC of a voluntary certification valid at EU level – the CBRN Resilience Label – for public and private operators of Critical Infrastructures.
